| EVVE - Electronic Verification of Vital Events |

| Federal, state, and local government agencies need state vital
records, which include birth and death certificates, to administer programs that
promote the health and security of all citizens. The E-Vital initiative was
established to automate and streamline current paperbound processes among
government agencies that require access to vital records data according to state
and federal laws and regulations. The E-Vital project EVVE, one of the Office of
Management and Budget’s (OMB) 24 Quicksilver egov initiatives, went live in
Colorado in August of 2002. As of February 2003, eight (8) states are live on
the EVVE system. It is anticipated that EVVE will be expanded to a large number
of the 57 jurisdictions in the near future. |

| Systems Made Simple was hired as the vendor to design,
develop, and deploy this high-tech nationwide Internet system capable of
processing birth and death certification requests. The EVVE system receives
requests from SSA field offices into a central hub. Once received these messages
are logged and routed to the appropriate EVVE state system component. Upon
arrival within the state component, the SMS developed portable JAVA application
generates dynamic queries to be performed against the state vital records
database. The state component develops and forwards a response back through the
EVVE hub to the initial SSA office requestor. A key feature of the EVVE system
is all this messaging happens in 5 seconds. EVVE utilizes a triple DES encrypted
XML message format in SSL to ensure secure communications. The EVVE hub software
is hosted within Systems Made Simple’s high technology computing facility. The

| Estimates indicate that E-Vital will produce cost savings
in hundreds of millions of dollars for federal and state government agencies.
In June 2003 OMB awarded E-Vital the egov “Pioneer Award” for innovation in
high-tech government-to-government solutions. The states are key participants
in this effort along with the Social Security Administration, NAPHSIS and Systems
Made Simple. The EVVE system has a broad range of application within the federal
government and is currently being considered for utilization within Department of
Veterans Affairs, Department of Defense, Department of Health and Human Services,
Office of Personnel Management, and the Internal Revenue Service. |
